Following the forum on 28 January at The Precinct, Grand Baie, and the direct exchange with Junior Finance Minister Hon. Dhaneshwar Damry – the South African Chamber of Commerce has drafted and submitted a formal pre-Budget letter to the Ministry of Finance.

This letter reflects the priorities raised by our members and outlines seven targeted reforms to support a more enabling investment environment, improve regulatory clarity, and ensure institutional responsiveness:

• Digital visa processing, mirroring the 48-hour Premium Visa model
• A fast-track lane for digital property-transfer approvals
• Transparent, milestone-based access to citizenship for long-term residents
• Immediate work rights for accompanying spouses and a unified dependent age of 24
• Grace periods for bereaved families nearing permit renewal
• Harmonised bank onboarding for licensed virtual asset firms
• Strategic investment in water, power, and wastewater infrastructure
